The Certificate of Competency: What Changed in 2026

Starting January 2026, MahaRERA agents cannot register or facilitate property transactions without a Certificate of Competency. This is not optional. Before 2026, agents could register directly with minimal formal training. That pathway no longer exists.

The Certificate requires completion of a 20-hour structured training program from one of three empaneled partner organisations: NAREDCO, REMI, or RAGC. These bodies deliver standardised curricula covering RERA compliance, ethics, documentation, and consumer protection. After training completion, agents must sit and pass a written exam.

This change applies to all agent categories under MahaRERA rules. Whether you handle residential, commercial, or industrial properties, you need this certificate before your registration becomes valid for transaction facilitation.

Training Partners and Programme Structure

NAREDCO, REMI, and RAGC conduct the 20-hour training across multiple formats. Some programs run over five days with four hours daily. Others spread across eight weeks with 2.5 hours per week. Choose based on your availability.

All three partners cover the same core topics: the RERA Act, Maharashtra Rules, agent obligations, disclosure requirements, dispute resolution, and professional conduct. The training materials are aligned with MahaRERA's official guidelines. Attendance is tracked, and you receive a training certificate only after completing all 20 hours.

You can enrol directly with any empaneled partner. Contact their training coordinators to check the next batch start date and fees. Training fees vary slightly between partners but typically fall between ₹5,000 and ₹8,000.

Exam Fee, Format, and Passing Criteria

The written exam costs ₹1,500 to ₹1,800, depending on the empaneled partner. You sit the exam after completing your 20-hour training. The exam is objective type, usually 100 marks, with a mix of MCQs and short-answer questions.

You need to score a minimum of 50% to pass. The exam duration is typically two hours. Most partners conduct exams in computer-based format at designated centres in major cities. Some offer pen-and-paper exams on request, though these are less frequent.

After passing, your empaneled partner issues the Certificate of Competency digitally and in hard copy. This certificate is valid for five years from the date of issue. You must upload a scanned copy to your MahaRERA agent portal during registration or within 30 days of obtaining it.

Half-Yearly Reporting: A New Compliance Requirement

All registered MahaRERA agents must now file half-yearly progress reports, even if they conducted zero transactions during that period. Reports are due on 15 July and 15 January each year. This applies regardless of project size or transaction volume.

Your report must include the number of properties facilitated, transaction values, complaints received, and actions taken. If you have no transactions, file a nil report. The reporting portal is accessible through your MahaRERA agent dashboard. Form and instructions are available on the official website.

Missing a deadline carries penalties starting at ₹10,000 per day of delay. The total penalty can accumulate up to 5% of the project cost associated with your facilitation. For agents handling multiple projects, the penalty calculation is project-specific.

Step-by-Step: Training Enrolment to Exam

Start by identifying which of the three empaneled partners suits your schedule. Visit their websites or contact their training coordinators directly to confirm batch dates and fees.

Complete the enrolment form with your basic details, agent ID, and preferred payment method. Pay the training fee. You receive a confirmation email with login credentials and a learning schedule.

Attend all 20 hours. Many partners track attendance via login time on their learning portal or physical sign-in sheets. Once completed, you receive a training completion certificate. Register for the exam within the stipulated window, usually two weeks after training completion.

Take the exam at the scheduled date and centre. Results are declared within 5-7 days. Once you pass, obtain your Certificate of Competency and upload it to your MahaRERA portal immediately. This activates your full registration.

How Certification Affects Your Agent Registration

Your agent registration with MahaRERA remains pending until you submit the Certificate of Competency. A conditional registration is issued after you apply, but you cannot legally facilitate transactions until the certificate is uploaded and verified.

Verification typically takes 5-10 business days. Once approved, you receive a confirmation notice. Your name appears in MahaRERA's registered agent directory, and you can now sign agreements, collect earnest money, and handle property facilitation for RERA-registered projects.

If you fail the exam on the first attempt, you can retake it. A second attempt typically costs the same fee. However, the delay in obtaining the certificate extends your inactive registration period, during which you cannot conduct business. Plan your training and exam preparation carefully to avoid this situation.

Preparing for Your MahaRERA Agent Exam

The Certificate of Competency exam tests your working knowledge of RERA compliance, not theoretical concepts. Focus on Section 4 of the RERA Act (agent obligations), Regulation 2(1)(zl) (definition and duties), and Maharashtra RERA Rules 2017 Part VI (agent conduct).

Review case studies from past MahaRERA enforcement actions. The exam often includes scenarios where you must identify violations or correct procedures. Understand the documents you must provide as an agent, disclosure requirements, and timeline compliance for different transaction stages.

Most empaneled partners include exam-style practice questions in their training modules. Use these extensively. Join online forums where agents discuss exam experiences and clarifications. Your training partner typically provides a study guide after registration. Work through it systematically. Allocate at least 15-20 hours of self-study beyond the 20-hour training itself. This combination ensures you pass on the first attempt and gain practical competency that protects your career.
